The procedure for switching on heat supply systems with the beginning of the autumn-winter period

Decisions on the timing of the start of the PPP are made in Vitebsk by the Vitebsk city executive committees, in the Vitebsk region by the Vitebsk regional executive committee.

Determining the timing of the heating must comply with the requirements of the SNB 2.04.02 and be based on data on average monthly outdoor temperatures in the regions of the republic, as well as on the forecasts of the state institution "Republican Hydrometeorological Center" (hereinafter - Republican Hydrometeorological Center).

The heating systems of objects are turned on in the following order when the outside air temperatures are established:

but) for medical institutions, social security institutions, schools and preschool institutions, museums, state archives, libraries - at an average daily temperature for five

days plus 10 ° C and below;

b) for housing, hostels, hotels, educational institutions - at an average daily temperature for five days plus 8 ° C and below;

at) for public, administrative buildings, industrial enterprises and other facilities - as agreed with the power supply organization, subject to the availability of a certificate of readiness or an act of checking readiness to work in the OZP of the specified facilities, registered with the State Energy Supervision Authority, and after turning on the heating of residential buildings.

Schedules of heating switching on with the beginning of the OZP are drawn up in accordance with the following sequence of connecting heat consumers:

1-i turn - preschool, school, treatment-and-prophylactic, medical institutions, welfare institutions and museums, state archives, libraries;

2-I turn - residential buildings, hotels, dorms, educational establishments;

3-i turn - public and administrative buildings;

4-I turn - industrial enterprises and other organizations.

The heat consumption systems of each consumer are switched on according to the schedule of the energy supplying organization with the obligatory presence of a passport and (or) act of readiness to work in the OZP, registered with the State Energy Supervision Authority.

The order of the end of the autumn-winter period

The decision on the timing of the completion of the AWP is made in the city of Vitebsk by the Vitebsk city executive committees, in the Vitebsk region by the Vitebsk regional executive committee, when the average daily outdoor temperature for three consecutive days is plus 8 ° C and above.

The organization, operating the housing stock, inform the population about the decision to end the AWP and, in agreement with the power supply organization, disconnect the heating systems of buildings at heat points.

Disconnection of heating systems of consumers of thermal energy is carried out in accordance with the legislation in the following sequence:

1-i turn - public, administrative buildings, industrial enterprises and other objects;

2-I turn - housing stock, dorms, hotels, educational establishments;

3-i turn - preschool, school, treatment-and-prophylactic, medical, educational institutions, social security institutions, museums, state archives, libraries.

Responsibility for failure to turn off heating systems within the prescribed period rests with the heads of organizations - consumers of thermal energy. The heating systems of consumers must remain filled with water before the start of repair work.
