The state enterprise "VPKiTS" is the legal successor of the Vitebsk enterprise of boiler houses and heat networks and is owned by the administrative-territorial unit of the city. Vitebsk. The state enterprise "VPKiTS" was a subsidiary of the UKPP "Vitebsk GZhKH" and was under its operational subordination. According to the decision of the Vitebsk City Executive Committee dated 10.03.2020 № 250 "On the change of the founder" body, authorized to manage the State Enterprise "VPKiTS", recognized by the Vitebsk City Executive Committee.
The property of the enterprise is in the communal property of the city of Vitebsk, the functions of the owner of the enterprise are carried out by the Vitebsk City Council of Deputies.
The company is a legal entity, has a current and other bank accounts, a round seal depicting the State Emblem of the Republic of Belarus and the text of its full name, stamps with their names, other details of the legal entity.

The main tasks of the enterprise are:
– uninterrupted supply of thermal energy for the needs of heating and hot water supply of the population, предприятий, организаций, учреждений;
– maintenance of boiler houses, heating networks and central heating points in the state, corresponding to normative and technical documentation;
– performance of works on current and major repairs and reconstruction of heating networks, CTP, boiler;
– performance of work on the design of heat supply facilities;
– production, commissioning and installation of heat power equipment;
– carrying out installation work, repair, adjustment, metrological certification of metering and regulation of heat and power resources and water metering;
– implementation of customer functions in construction;
– increasing the profitability of the enterprise due to the growth of production volumes and cost reduction;
– expanding the scope of activities by accepting boiler houses for balance, heating networks and central heating;
– provision of bath services to the population;
– provision of sports and health services.
The enterprise includes:
62 boiler houses and mini-CHP, including:
– 21 boiler on natural gas
– 3 mini-CHP on natural gas:
– 8 pellet;
– 1 on electricity;
– 5 natural gas and wood;
– 21 of drovah;
– 3 boiler rooms on wood chips.
The company also serves 180,29 kilometers of heating networks (of them 128,075 km of PI pipes) in two-pipe calculus, including those transporting heat energy of our own production 87,924 kilometers of heating networks (of them 56,25 km of PI pipes) and 61 central heating points.
